Tourists Urged to Stay Alert Against Illegal Tour Operators in Penang

June 20, 2025, GEORGE TOWN: Tourists visiting Penang are being reminded to stay vigilant and ensure they engage only with licensed tour operators, following a recent case involving an unlicensed company operating illegally in the state.

Penang Tourist Guides Association chairman Clement Liang stressed the need for collective responsibility, urging tourists to play an active role in curbing unauthorised tourism activities that continue to thrive under the radar.

“Illegal tour operators and unlicensed guides remain a persistent issue. They often manage to avoid detection and enforcement,” Liang said. “Tourists can be part of the solution by verifying the credentials of tour guides and operators before making any bookings.”

He advised travellers to conduct proper checks, such as reviewing operator licenses and reading online reviews, to safeguard themselves and enhance their overall tourism experience.

Liang’s comments follow a June 16 statement by the Tourism, Arts and Culture Ministry, which announced the conviction of a Penang-based company for operating without a valid license.

The Sessions Court found Renewage Group guilty under the Tourism Industry Act 1992 and imposed a fine of RM30,000 (approximately S$9,080) after the company pleaded guilty.

The ministry has reiterated its commitment to enforcing industry regulations and taking stern action against violators to maintain the integrity and safety of Malaysia’s tourism sector.

“Tourists deserve to enjoy their holidays without falling victim to unscrupulous operators. We urge all visitors to engage only with registered and licensed professionals,” Liang added.
